[triangle-zpug] member folders

Due to excessive link spam, which started during PyCamp and grew to 
war-like proportions over the weekend, the creation of new member 
folders on trizpug.org has been suspended.

New joins will not get member folders until such time as some of us have 
time to muck with whatever new member workflow and products are required 
to moderate the joins of new members. Previous experiences indicates we 
will need a few days of free time to invest in testing prior to 
deployment. And after PyCamp, it will be awhile before another chunk of 
time becomes available for product testing for trizpug.org.

If you already have a member folder, your folder is still there and 
editable.
