I think Tom Bryan has done some GUI work.

My understanding is that PIL is the de facto standard for image
maniuplation: http://www.pythonware.com/products/pil/

You'll need libjpeg for JPEG support in PIL:
http://www.ijg.org/files/jpegsrc.v6b.tar.gz
