Andy,

I have found a neat solution using the Twisted Networking Framework
(http://twistedmatrix.com/products/twisted). It provides many of the
fundamental networking protocols in an easy to use event-driven networking
framework. Good for non-blocking inter-process communication (very good for
networking without reinventing the wheel).

As for a windows reference try "Python Programming for Win32" by Mark
Hammond. It has a lot of information I hadn't found elsewhere -> lots about
COM and win32 processes.
