[MMTK] building on windows with mingw

Well, the netcdf ftp site has been down for the last few days.  I dug around and found some sources and windows binaries but havent been able
to build Scientific_netcdf yet. About half the MMTK examples that will run without netCDF crash with a mmtk_trajectory.pyd error of some sort.
